There’s no numerical value for unlimited because there is no such value. Set it to something realistic and increase if/when needed.
If you’re using a self-hosted wordpress.org installation, you’ll need to find a host that allows “unlimited” storage. Be warned that there in reality there is no such thing as “unlimited hosting”. Every host that advertises as “unlimted” has limits on everything in their TOS so don’t think that you’re going to host that much on a cheap plan. If you need that much storage space I’s suggest looking at a CDN or even Amazon cloud storage to get the bill a bit less then it would be on a standard hosting platform.
If you’re running a wordpress.com site, then you’ll need to ask on their fourms.

You mean in Multisite settings?
Go to wp-admin/network/settings.php
Where it says “Site upload space” you uncheck the box 🙂 Done. Everyone gets unlimited.
