You will have to contact hosting provider as this error is not WordPress related but it is server related. They will be able to solve it.

We have two issues in http://www.ssn.edu.in/apps/
1. Presently our module is running in http://www.ssn.edu.in/apps/ and we have problem in accessing few links because it says request time out and then the URL says

Please make sure that your server have required PHP version and MYSQL version.
https://wordpress.org/about/requirements/
Also there are 2 websites on your server.
http://www.ssn.edu.in (already running fine)
http://www.ssn.edu.in/apps/ (Needs setup to be completed)
Both are different website.
For http://www.ssn.edu.in/apps/ create a new database and then complete the installation.
To install WordPress follow steps from the following link.

Now we have moved the same database to http://admission.ssn.edu.in/apps/ and it is running fine.. Do you recommend installation again or run upgrade… Please advise. Here it is not gone public…

If Update is available in WordPress then please update. Yes core files of WordPress are updated (Your theme files are not affected).
If you have done some changes in the core files of WordPress then that is consider as a bad practice and it will get overwritten when WordPress is updated.
