WordPress Editor link popup form broken

After I recently updated to WordPress 4.5.3, now whenever I try to add links in the Visual Editor it works fine for the first link, but after that any further links on highlighting and clicking the link button will automatically have the previous link put in.

This would otherwise be fine, except what happens simultaneously is that the previous linked text will no longer be linked anymore.

The only way around this issue is to add links in the Text view.
