I disabled and enabled all plugins and theme
Did you deactivate them all and then check the Twenty Seventeen theme to see if the issue persisted?
Maybe you should contact WP Rocket for support?

From whose side? We aren’t involved in your website in any way. Can you explain detail what the hosting providers said?
Your side means from My wordpress dashboard

If you’re facing a performance issue with your WordPress environment, can you show us your website with all plugins deactivated and the Twenty Seventeen theme active? Then we should be able to replicate the issue. At the moment your guess is as good as ours as to why it’s slow.
It would also be useful to know the actual time it takes for the first byte, instead of “very slow”.
i activated twenty thirteen and disable all plugins
see the screen shot https://ibb.co/migu1m
is ssl required http2 configuration? i installed ssl few days ago
after activating twenty thirteen i am facing same slow first byte time. can i reactivate my old theme
its taking 1.5 sec to 2 second
its taking 1.5 sec to 2 second
DNS resolution for your domain name tipsntrick.in alone is taking 300 milliseconds (check here: https://www.ultratools.com/tools/dnsHostingSpeed)
Compare that with just 3 milliseconds for wordpress.org.
So it shouldn’t be surprising that your TTFB will be 1.5 seconds.
