You just need to network activate Wordfence and not activate Wordfence on any sub sites.
Sorry, still a bit unclear. I’m talking about multi network and not just multi site and on the additional networks it says it’s not network active. Only on the primary network. So it’s just the primary network that needs to be active? Or all networks?

On a WordPress Multisite you would install Wordfence from this page here only:
My Sites >> Network Admin >> Plugins
I am wondering when you said, “If I have WP Multi Network installed” – that you have this plugin installed:

If that is the case then please ask that plugin authors for assistance for how to setup Wordfence in this scenario.
