The only thing I can think of that might be stopping it is that I am installing on a http:// domain and not a https://
This is unlikely.
Could it be that Storefront is already installed, and you need to select it as your current theme?
As a workaround, select another theme, then activate Storefront after you’ve completed the setup wizard.

I cant select any free theme I get the same message “requested storefront could not be installed” I dont think its installed already everytime I go near woocommerce in the wp admin menu it jumps me back into the woocommerce setup to stall at theme installation stuck in loop.

Interesting. It sounds like it is going through the Wizard, and there should be a Skip option as the theme might already be installed. If there is a Skip option then please click it and see if it passes through. Afterwards go to Appearance > Themes and it should allow you to activate the theme if it is not already active.
If this is not possible, please provide a screenshot of the screen + error that you are getting.
