This can be done with the built in Flat Rate and Free Shipping methods of WooCommerce.
Go to WooCommerce > Settings > and press the Shipping Tab
For the €65 shipping, enable Flat Rate shipping and set Costs Added to “Per Order” then set the Costs to “65”

For the Free Shipping, enable Free Shipping, then set Free Shipping Requires to “A minimum order amount” and set the Order Amount to “65”.

Then save changes.
Would the FREE SHIPPING minimum order amount not be set to €351?
Yes, you’re right, Order Amount “350”. Anything over that will be allowed Free Shipping. Don’t add the currency symbol.
ok, ive done all that but when does the shipping costs appear?
Ive gone through the steps to check out on the site but no sign of shipping costs??

Also, you’re using a multi-step checkout plugin/theme that I’ve not seen before so that might be affecting it.

Although now i notice the customer has an option at the ORDER REVIEW screen to select Flat Rate OR Free Shipping, which is not right.
Id like to set it that it automatically sets the rate based on the total.
Under €350 – €65 shipping cost.
Over €351 – free shipping.
Can this be done?
ive copied the code in that link to the finctions.php file in editor – still no change.
