Woocommerce Shipping Issue

Hi! I’ve tried to follow the documentation as best I could, but still struggling with setting up woocommerce shipping. Please help!

We have an online shop, that offers delivery (aka shipping) flat rates based on the area. Example, local pick up is $0.00, Spruce Grove is $10, and so on. I have them set up as each shipping zone, based on their postal code (region) and then the flat rate price.

Calculations are set to “enable shipping calculator on the cart page”

Shipping destination is set to ” Default to customer shipping address”

I was told not to set up shipping classes, as the flat rate is based on the delivery location, not the item itself as it makes no difference if they order 12 cakes, or 1 dozen cupcakes, delivery/shipping is the same flat rate.

What else am I missing? When I go in private mode, not logged in (on a browser Ive never accessed the site with) and select and item, add to cart, it automatically puts me at “local pick up only” and no where does it show shipping choices based on where they are.

Ive tried looking for additional documentation but it all points to shipping classes based on products of similar sizes, weights etc. Which is not what I need.
