    There are some ways to set up the free shipping cost.
    *Minimum order amount
    *Coupon (Users will need to enter a valid free shipping coupon code to use this method. If a coupon is used, the minimum order amount will be ignored)

    When you customize the free shipping cost you can deactivate the use of coupons.

    Greetings.

    1. Admin page > Products > Shipping Classes, set up a class called Free Shipping
    2. Assign this class at Admin page > Products > (relevant-products) > Product Data section, Shipping tab, Shipping Classes drop-down
    3. In Admin page > WooCommerce > Settings > Shipping tab
    – costs per order = nil
    – additional costs drop-down = per class
    – Any class = your normal flat rate cost
    – Add cost / Free Shipping class = nil.

    Works for me, but I’ve not tested for all possible permutations.
