Woocommerce shipping

I’ve set my shipping cost to a flat rate of $2.99 and disabled all other shipping options. However, when I try to checkout with 1 item it defaults to “free shipping.” I’m having trouble figuring out why this is happening? If I checkout with 2 or more items then the shipping is the correct charge at $2.99. Does anyone now how to fix this?
