Do other shortcodes work? If not, maybe WordPress is not installed properly.
If other shortcodes do work, but not this one, maybe WooCommerce is not installed properly.
If you are using a theme which has custom WooCommerce components, make sure you are using the up-to-date version of your theme. If it is a commercial theme, then the vendor is the best place for support.
If you are using the base WooCommerce, I should deactivate and delete the plugin. Download a fresh copy and install that. Your products and WooCommerce settings are in your database so they should not be affected.
If its still not working by this point, further debug measures include trying the default theme to be able to rule out theme issues, and deactivating all other plugins to see if one is causing a conflict.
However, start by taking a backup!
