Woo Commerce tax issue

Ok i have browse though every post about this issues and cant find a answer.
I hope you guys can help.

I’m setting up the taxes in my woo-commerce plugin and they don’t seem to post in the cart or at check out. I’ve have follow every possible way to do it and cant get it. The weird thing is i have a test site with the same settings and that works fine, the odd thing that i found though in the standard rate section it wont let me add zip codes or city’s and the test site does.

Is there something I’m missing here any help would be great
