Widgets wont move

This may be something related to my template, wondering if any other WordPress.org users experience this. Using both Google Chrome and IE 10, the Widgets will not ‘move’ to the right sidebar. The site is http://sc.com.mt but also having trouble on http://maltaportal.biz and http://vector-informatics.com our main site where we are testing it. They use different hosts but the problem is the same, indicating it’s either the template, or wordpress version, or a combination. Please help!
