Deactivate all plugins and try again.
I deactivated all plugins but still no widgets
Have you checked the forums for the Arras theme?

It’s possible that other Arras users might have had the same problem.

I have totally no idea what the reason could be, do you have any direction what the reason could be?

Try switching to Twenty Twelve theme with all plugins off and try if the widgets and theme work correctly.
Only 1 widget is showing now
Try these steps also:
– reinstall WordPress manually from a freshly downloaded copy except wp-content. Do not overwrite files/ folders but delete them before reinstalling.
– run the upgrade manually via wp-admin/upgrade.php
