Widget / Menu Visibility Broken Since 4.4.1

I am not sure who to ask about this. Either the Template Company or WordPress. Maybe someone can help. Before upgrading to 4.4.1 in Appearance > Widgets> Widget Area, there was a Visibility option that let me choose by category what posts a menu would show on. Since 4.4.1 it is broken , no button shows up and every menu on my site shows up on every post. I had worked very hard to group them into categories and I am not sure what broke it.
