Unfortunately, no. We do not allow you to whitelist the entire country, as it will definitely contain addresses used by spammers.
We’d like to see what kind of false positives you’ve encountered. Please mark records in your Anti-Spam Logs if our service made wrong decision according to this guide: https://cleantalk.org/help/feedback-spam.
After that, please tell us the name of your site or its Service #? We’ll analyze the logs.

Hi @eugenecleantalk Once I flag as not spam, will the form submission still resend – make it to the end user? (Im using Fluent Forms)
There is an option “Send a copy of Anti-Spam log to my email” in the settings of the service (the way I told you in the previous post). It is enabled by default. In this case, an email will be sent with all the data in the request. Unfortunately, we will not be able to fully restore the form submission.
I am only able to select my CleanTalk account email for notifications, how do I add the client email to Spam event trigger? Also, when I hit settings, then try and open the Anti Spam log the page is broken and I get this: https://leadx.dubb.com/v/I1iJHb

Unfortunately, it is not possible to configure sending emails to another address for the “Send a copy of Anti-Spam log to my email” option. We will discuss this matter and reply to you within 3 business days.

To have your client receive the content of the request that you marked as “not spam”, you can set up service delegation on this page. This guide will help you. You will need the Extra Package for this option.
