Which Role to Suggest Edits to another's Post?

I wish to provide within my organization to assign a role to non-originating-authors to suggest edits to posts.

In other words, allow login users to edit post that they are not the originating author; and only the originating author, editor, or administrator roles can approved the edit before submitting revision to be published live.

I have an technical writing team who are the originating authors, but the sales team wants to edit their posts. I wish to only allow the sales team to edit but not publish.

Which role is that? Or is that a custom role?

I am thinking more like a modified Contributor???
