Which Plug Ins?

I am planning a website and am trying to determine which plugins I will need.

I hope that if I can give a description of the need, someone can offer a plug in that will do the job, even if it has to be modified.

I am attempting to amass a list of the plug ins I will be needing to do various features on the website.

I must say that I have not used wordpress before so I am investigating if it will do what I need.

The software/plugin I require may be out there but I just dont know what to call it or look for to find it.

This is hypothetical and not my business, but should give you a good idea of what is needed.

The website will cater to dog owners.

Feature 1.
Each dog owner will register their dog on our website and if the dog is lost, whoever finds the dog will go to our website and enter the dogs licence code off its collar with a description of where the dog was found etc.

This dog licence code will be matched up to the owner in our database and a message sent to them.

The owner of the dog will be notified that there is a report in their client control panel where they will be able to view the report. They will be the only ones able to see these reports.

Feature 2.
I require a registration area that allows clients to register more than one dog if they have them and also to note any discernible markings for each dog.

Feature 3.
I will also need a “quiz” type plug in that will allow all the subscribers to create a set of questions (or use pre-defined ones) and generate a log in for their kids to access the quiz (about dog care etc).
The quiz answers will be available to the subscriber in its own area in the client control panel.
Each quiz will be separate to the clients control panel and only for them to use.

I assume this could be done by a plug in that is used for pre-employment tests etc.

This will do for starters.

I am not sure how all this could be put together but have been told it could be using wordpress.

I welcome any advice or recommendations.
