Which Hyperlink Form Should I Use?

    In the past, I have always used this form for my hyperlinks:

    a href=””>Title

    However, lately I have been seeing a different form:

    a title=”” href=””>Title

    Why would I use one form over the other. The second form seems to be more work. Any ideas?
