Where do I get an API key?

I want to activate Akismet & web stats plugins but to do so I need to provide my API Key. This is for a blog hosted on our domain rather than on wordpress.com (I can find the API key for the blog we have on wordpress.com)

I found the following instructions: Click on the My Account link in the top right corner of the window, and note the API key in the first paragraph under the heading.

But I do not have a ‘my account’ link and there is no paragraph in the ‘my profile’ page.

Searching the wordpress site hasn’t helped me much so I hope someone here can help. Thanks.
