where did comment box go?

hello,
my home page is a static page and blog page is posting page. Unfortunately, a comments box shows up on home page (where I don’t want it) and doesn’t appear on blog page beneath new posts where it should ideally be placed. I’ve read through dozens of topics but no one seems to be able to correct this problem! Can you help me before I waste another night trying to get this sorted out. Thank you very much.
