where are my comment quicktags?

hello and a nice evening, i still haven´t found what i´m looking for. thats why i have to start this topic.

i made a template and all of you the commentbox. and there is a nice feature in wp, the quicktag buttons, you know?
[em][str][links][etc…..

but in my case they are gone, i have no idea where i can put them back.

so i startet another wp installation on another database, and copied the template, activatet and bumm, there it is, it works perfect, like it should.

so the question to you, does everyone of you know how i can reactivate this tags in my template?
or does anyone of you know, if this can be done with a plugin?
