Still there. If you’re not seeing it, it’s either a plugin conflict, or your theme disallowed it.

You’re either using MultiSite or you’re not. There is no way to be ON it without using it.
And if you are on MultiSite, then it’s in the Network Admin.

normal behavior in a network. single adins can;t delete plugins, only super admins can from the network menu.
