Weird Question

You need FTP to download the wp-content folder; set up FTP in Cpanel at the webhost.

But you also need the database. If you have Cpanel and database access, export the database. Backing Up Your Database « WordPress Codex

If you don’t have Cpanel access but can install plugins in WordPress, use the plugin https://wordpress.org/plugins/adminer/ to export the database.

If you don’t have FTP or Cpanel or webhost access, there isn’t much you can do.
