Weird Cache Problem. Updates Not Showing Up

You can see it’s in a very ugly black theme on Desktop view. Some of my pages are also displaying this ugly black theme:

Theme I’m using is Affilotheme – Avenue. Thing is this cache problem persists even after I inactivate the theme and switched to something like 2017 WordPress theme. So it could be more of a WordPress rather than the theme problem.
Things that I’ve already tried:
Cleared browser cache, new private/incognito browser, different browser, using mobile device
Asked my web host to clear web server cache. He cleared it but it didn’t work.
I even DELETED my current active theme but the same cache problem persists.
Tried reinstalling WordPress. Tried reactivating, reuploading my current active theme.
I do not have any cache plugin installed, so there’s no cache for me to even clear inside WordPress backend.Need assistance with this soon.. Thank you.
