Hello! Frankly, you are the first one to ask. I never used WEGLOT, they seem to focus on selling “translations as a service” and their free version is fairly limited and does not allow us to test all the features without paying for a subscription.
That being said, The SEO Framework is made 100% according to WordPress Coding Guidelines. As such, it should work with every other plugin or theme adhering to said standards.
Lastly, we always worked together with translation plugins and their developers if they were open to it.

When it comes to multilingual SEO, Google gives 3 key guidelines to make sure translated pages are well indexed:
– have unique and dedicated URLs for each language, which Weglot auto provides and creates with sub-directories /[2-letter code].
– warn Google about the existence of other versions of the page, using either:
a sitemap
or the hreflang tags in the source code –> Weglot automatically adds them
– have translations in the source code (and not only dynamic translations) which Weglot does by using both the dynamic (for human visitors) and the source code translations in the sub-directories /[2-letter code] URLs for Search engine bots.
In this case, a multilingual sitemap would be redundant with the hreflang tags as your translated pages will be indexed by Google as well.
