Website login issues

When i type in the url to my login “www.atplaserdesign.com/wp-login.php”, I get an error message, “server where this page is located isn’t responding”. For the past month I have been getting this message on and off and have just realized that the issue is the WooCommerce plugin making my site inaccessible for some reason (my site only shows this error and is broken whenever I activate this plugin). However, I still need to get in to my site in order to deactivate the plugin. Does anybody know a way to make this error message (server where this page is located isn’t responding) go away so I may login to my site?
