weather widget

I was trying to use your plugin to create a shortcode for this plugin http://wordpress.org/support/plugin/weather-widget-esotanc-weather but it didnt work as I got an 'error on line 1' message. This weather plugin just has a php code, no js, so Im not sure why its not working.
