Multilanguage functionality has limitation based on OpenWeatherMap API languages support, i.e. city name has no translation by default and description of weather conditions have translation only for languages form OpenWeatherMap API list.
In case if you language is not in list you can hide weather description via plugin settings: WCP OpenWeather > Settings > Plugin Tab > Other sections > Hide Description of the Weather Conditions option (http://wpdemo.webcodin.com/wordpress-plugin-wcp-openweather/documentation/settings/plugin-tab/).
