Hey there,
This is definitely an odd one – I haven’t heard of the setup wizard doing this before.
First off, have you tried updating to WooCommerce 3.6.2?
If that doesn’t help, then I recommend a conflict test – something must be triggering that wizard and this will be the fastest way to find out. Here’s more information to help you get started:

It sounds like a staging site would be a good idea. If your host doesn’t offer that option, we recommend WP Staging for quickly spinning up a new test site.

Hello Hannah,
I have already updated to WooCommerce 3.6.2, which only increased the frequency in which the setup wizard appears.
I have mirrored the site to our staging area – and now I can’t even quit the setup wizard. Whenever I click on the “not now” button, expecting to be returned to the admin dashboard, I get force-redirected back to the setup wizard immediately.
When I tried to temporarily disable WooCommerce via FTP, I couldn’t access either the front- or backend of the site (blank pages, with Fatal errors regarding missing WC() functions in the debug logs), so that isn’t really an option either.

Thanks for confirming the update!
When I tried to temporarily disable WooCommerce via FTP, I couldn’t access either the front- or backend of the site (blank pages, with Fatal errors regarding missing WC() functions in the debug logs), so that isn’t really an option either.
Oh, wow – that’s definitely become complicated. I’d recommend doing the following:
1. Open your site via FTP
2. Go to /wp-contents
3. Rename the plugins folder, for example to plugins-temp – WordPress will disable all plugins and create a new, empty plugins folder for you
4. Check to make sure the site is loading
5. Copy over the WooCommerce plugin folder from the temporary plugins folder to the new plugins folder
6. Check to make sure the site is working correctly
If you’re still having trouble with only WooCommerce enabled, could you please tell me more about the following:
* What triggers that setup screen? Is it specific actions, or a specific amount of time?
* Have you switched your theme to Twenty Nineteen?
Could you please send me a copy of your site’s System Status? You can find it via WooCommerce > Status. Select “Get system report” and then “Copy for support”. Once you’ve done that, you can paste it here in your response. You’re welcome to remove the site URL from the report.
Hello, there it seem i have same problem with re-appearing wizard.
– switched theme to Twenty Nineteen – not helped
– remove / rename Plugin folder – not helped – each time i install new WooCommerce plugin it re-appears (even prev versions).
my wizard re-appears each time i open admin panel.
