Wamp To Xampp Language issues

    I was running a local instance of WordPress from my computers with WAMP. I need to present it to a client tomorrow so I put it on a flash drive running XAMPP. For some reason, all the Chinese characters are messed up. It is displaying numbers/characters/alphabet.

    Is there a quick fix? Do I need to reinstall the plugin?
