Thanks for reaching out. The refunds are processed from the WP Admin using the three dots to show label options, including the refund:

However, the dots don’t likely show as a result of a code conflict with another plugin. You could try clicking around in hopes to click the area that triggers the menu option, but this isn’t very logical.
I would suggest, switching back to a default theme like Twenty Twenty-One and disabling all plugins except for WooCommerce to see if this resolves the problem.
If this fixes the issue, then re-enable each plugin one at a time, then the theme, until you find the one that’s causing the conflict.
