Vine shortcode doesn't work.

I’ve tried the shortcode as [vine id=”OILUE6uivpw”] and [vine id= “OILUE6uivpw”] but nothing seems to work. I don’t think that I’m using “https”. How do I do that? I’d also like to set the width to 100% since I have a responsive theme. You’ll see that a Vine is embedded in the blog post but it’s not embedded using shortcode. Help!
