the same way you do it if you were setting it up remotely – you just use different values in the wp-config.php
i tried this and I get error

Have you even really read the error? All the information you need is in there. Or maybe you should ask a more specific question, like ‘where do I find my wp-config.php file?’.

I think what you Really need to do is, setup a database first. Once that is done, you will get the information needed to make a wp-config.php file.
If this sounds awfully nasty to you, you can always get it all done in a click, to feed your blogging hunger and get a blog in your localhost later as you learn more.
