What problem are you having?
The latest edition of WordPress installed a supervisor when you try to edit your theme. Once in a blue moon, I put up a new paid ad or some kind of link in my blog’s third column by editing the Sidebar. I’m an unskilled, uuntrained, seat-of-the -pants user who does half-assed PHP, but I always got it done in the past. Now, I find that supervisor overrules me and rejects my edit.
Maybe it’s a permissions issue?

@tenzan188 if you have a specific problem, let us know what it is, and we’ll try to solve it for you.
4.8.3 is easy to custom and write <tag>,
but 4.9 is hard to write <tag>.
Is not FREEDOM.

We’re happy to help but can you tell us more detail about the problem you face? What happens when you try to edit your HTML tags? Are you using a Child Theme or trying to edit the parent theme files?
I all my site version downed 4.8.3 .
And custom my css add 1 number 1.0.3 -> 10.0.3
No need child theme.
American people like lose many peoples life times.
and add number WP core file 4.8.3 ->40.8.3
