That would be the “Get Keyword Suggestions from Yahoo” button right below your post editor.
Gotta say that it tends not to be all that exciting with the choices… at least in my experience.

why would you want “automatic” tag creation?
You can manually add tags within the post by using [tag]WordPress[/tag], and UTW will parse those to tags.
i’m not interested to have automatic tag creation, i would set keywords in automatic from the content of the post
