utf-8 encoding error after WP-to-WP export/import

Hi,

I moved my WordPress site to a new server. I did a utf-8 .xml export of my old pages, posts and comments and imported into a new install on the new server. Then I copied over all of the wp-admin, etc. files and folders from my /wp folder from old server to new.

The website is working, but apostrophes, em dashes and dates are translated into gobbledygook. Like:

14 Dec ’18

and

Voters on Staten Island—long the only Republicn corner of New York City—have turned their Republican Congressman Dan Donovan out of office. New York’s 11th District—which the island shares with a couple of neighborhoods across the Verrazanno Bridge in Brooklyn—was the last part of the city to be represented by a Republican in the U.S. House.

So there is some kind of encoding or translation error. Please help!
