Using categories as subcategories

So I have a maybe weird question, but I’m trying to build my website in an organized way. The thing is that I’m not sure exactly on how it’s going to look in the future, so I want to build it in a non-destructive way.
Therefore, I thought I’d instead of making categories and subcategories, place categories under other categories. So I’d use them the same way but I would not give them the parent-child link.
> Example: Category is ‘Europe’, then I would make another category ‘Spain’ and place that under Europe.
Instead of making Spain the subcategory, I’d just make it a category and put it under Europe using the menu.
I would do this so I can easily reorganise my website in the future, because the URL would only be the ‘category’. (so http://www.example.com/europe and http://www.example.com/spain, instead of http://www.example.com/europe/spain)
I could therefore easily move categories and change the structure of the website without hurting the SEO. Is this assumption correct?And my other question.. Is there any way why I should avoid doing this? For example, is it difficult for Google to understand that they are linked or will it cause problems with SEO or crawling or anything else that I’m missing?
I’m quite new so there is still a lot I have to learn. Anyways, hopefully someone can provide an answer, I’m really struggling with this. I really want to keep the website organized and well-structured.
