Using Bootswatch Themes with WP Bootsrap

Anyone know if http://320press.com/wpbs/ theme is compatible with WordPress 3.8?

I am trying to get options to add bootswatch themes as described : http://www.davidsottimano.com/how-to-install-bootswatch-themes-onto-wordpress-bootstrap/

but the theme options aren’t showing so just wondered if it’s cos it’s wordpress 3.8.
