i used a plugin to create a custom user registration for new users called wp-members. It would allow you to do exactly that, but Nitesh calls the native login/registration pages when users who arent logged in bid. That would have to be fixed to accomplish this on a the bid/buyout process. Hope this helps find a solution.

Sorry for delayed reply. Phil has already explained how the plugin works.
Now, for the original question @funkmasterc is suggesting to get e-mail and name and phone number for placing bids but lets say you accept these then how would you validate that info provided in the bid is correct or not?
This might hijack (by placing junk entries) your auction.
