users can't crate new sites

hello,
i have wordpress MU running. now i want to add user and allow the to create new sides. so what i did was adding a new user under “users” in the superadmin dashboard and clicked on “allow logged in users to create sites”.

But now, when i log in as the user on my left menu it only says “dashboard” and “profile”. no link to create a new site…

can anyone help me out?
