User Writing/Publishing Issue

    Hey Anyone,
    Very new to WP and cannot get user access to the editor.

    We are having a problem getting user access to the writing and publishing of pages. We have deactivated all of the plugins to remove potential conflicts and even changed themes in the event of a conflict without success.

    We have reviewed the forum topics without results. Can anyone tell what we are doing wrong?
