Hi.
I’m having an issue with a conflict between user switching and user role editor.

Even though all user capabilities are enabled for the shop manager user role, they are not able to use user switching ?

It is working fine for admins.

Am I missing something?

1. With those capabilities in place, is a shop manager able to edit a user account?
2. Can you try adding the switch_users capability? That will directly grant the user permission to switch into any other user account.
@jakemelson Let me know if either of the above work.

Hi John

I found the issue. Apparently there is an issue with the shop manager role and if the user has a custom user role. The below work around fixed my issue:
