user page

Hi;

I’m kind of new on Joomla, i want to build a page with the following features:

1- a user page with 3 different access levels.

2- author or editor rights: can add users and search for users ( pending for approval) from the front page, but cant see any note or comment added.

3- admin rights: same as author bu can also add a note or comment ( ex: this user was added for “This reason”.) (wait for super admin approval).

4-super admin: all rights mentioned before, but can validate or approve the user sent by an author or admin.

Note: the fields that i need are just Name, last name, ID, and a picture upload option.
