    Hello,

    Question:
    Conditional Fee User Rule “Not equal to” means this user is waived for the charge, is that right?

    Please advise. Thanks in advance!

    I tested to input a user in “Not equal to” list, the fee still applied on Checkout. Please advise.

    Actually user “Not equal to” setting works to avoid the user for the fee.
    I have version 3.6.1.
