User File Uploads

I am wondering if anyone knows of a plugin where I can have users upload a certain file type (not an image or video or text file). Each file would have a description, be downloadable, be rank-able (some kind of star rating or thumb up system), keep track of views, be able to have comments on them, and be searchable.

I know this is a bit vague, please let me know if I am not being clear. Thanks for your help!
