User Blocked From Site

I have a company who I gave Admin privileges to on our site. The issue is when they go to /wp-admin in order to log in, it automatically takes them to a screen saying “Your access to this site has been temporarily limited by the site owner. HTTP response error 503” This was their first time trying to log in, so I’m not sure why it would give them that screen right away.
I had them provide me their IP address so that I can add it to the Allowlist, but when I checked the Live Traffic, it was a different IP from what they gave me. So I added the one I saw on the Live Traffic. Not sure why the IP address was different.
But why would they automatically be getting blocked right away? They live in another state, but I have the free version that doesn’t allow me to block regions, so I don’t think that’d be the case here. Any specific settings that might be causing this issue? Also, I have the “Let Wordfence use the most secure method to get visitor IP addresses.” selected as the option on how WordPress gets IPs.
