Use Link Library Plugin on Relevant Pages Only

I was reading an article titled 19 WAYS TO IMPROVE THE SPEED OF YOUR WORDPRESS WEBSITE loacted at http://www.webdevdoor.com/wordpress/improve-wordpress-website-speed/.
In this article under item #2 (USE PLUGINS ON RELEVANT PAGES) they mentioned that many plugins will place all their assets on every page regardless if they are used on that page or not. They suggested contacting the plugin’s support to see if you can give instructions and functions that will allow the plugin to be restricted to certain pages.
