URLs not being inserted properly in WordPress

The basic problem is that our domain keeps getting appended to the left of the domain to link to like this :

http://somedomain.com/%22http://somedomain.com/http://www.wheretolink.com/%22

Even editing it in the html source of wordpress does not help , as wordpress will add it in again.

How can I fix this?
