URL characters problem

Hello,

When user submits URL with Serbian characters, plugin automatically sanitizes it and changes it. Is there a way to skip that?

Example:

User submits: http://www.grazia.rs/lepota/make-up/mac-Cisto-zdravo-lice-prolec%CC%81e-2015-kolekcija

Plugin turns it into: http://www.grazia.rs/lepota/make-up/mac-Cisto-zdravo-lice-prolece-2015-kolekcija

I’d like it to stay as it is submitted.
